We want to do a deploy for socorro tagged 2019.12.12.
It consists of the following:
b140c11: bug 1602120: update localstack to 0.10.5 and use default S3 port (willkg)

Some of these things only affect the local dev environment. The CrashQueue class changes involved moving some code around and creating an actual base class. The rest of the things are things that we need to push out to fix a problem in prod right now.
