pt-BR was removed from Lightning in Bug 772397 but there strings now seem to be fairly current again.
Only issue I have spotted is calendar.properies likelyTimezone but I have submitted an update for that on Pontoon

I think those files are unused these days. When it comes to building Lightning for ATN the lists in mail/locales are used (ie. every locale that is built by the automation is included).

Any relation to bug 1603862? Bug 1603862 comment #6 claims that a pt-BR was installed, however, how was that even built?
