In bug 1506175 we added the ability to fetch recipes from Remote Settings instead of directly from the Normandy server. In bug 1513854, which landed in Firefox 68 we turned this on by default.
The remote settings backend has proven to work well, and despite some growing pains I think we should stick with it. We should remove the older recipe fetching backed in order to simplify the code.
