the isTagging name is a bit confusing indeed, this is a clear case where it's obvious, maybe it should be isTagChange. not critical because I'd still like us to move tag notifications out of here (either bookmark-(un)tagged, or merge tag notifications into bookmark-changed (and tags is just a properly like title...)

This bug is to remind us to address this and reconsider how we do tag notifications.
