We should build a prototype where a dynamically generated about:home is converted into a static document that's loaded from the filesystem at runtime by the content process, and determine how much that changes perceived start-up time on the 2018 reference hardware.
This bug covers building that prototype, and will be closed once we've determine whether or not the static about:home approach is worth pursuing.

Summary: Build static about:home prototype and test on the 2018 and 2017 reference hardware → Build static about:home prototype and test on the 2018 reference hardware

I used the cold start testing procedure on the 2018 reference hardware, and saw a ~9% improvement to time to first blank, and a ~19% improvement to time to settled with the prototype.
So it sounds like this is worth pursuing.
