Hard-coded default Redux state should render something meaningful

It seems to take numerous actions / state updates before the initial about:home renders anything meaningful. The static about:home project will mean we can likely restore the previous state from the last shutdown, however in the event that the browser crashed or was interrupted before it could successfully write the cache to disk, or in the event that the cache never existed, I think it'd probably be best if the initial default Redux state rendered something meaningful to screen (like the hardcoded Top Sites, built-in default search engine, etc).
This is something my team will hopefully be looking at soon.
