When we are ready to turn on the separate about:welcome implementation and remove the experimental pref, we should also move the Actor configuration in AboutWelcomeActorHelper to the main ACTORS object in BrowserGlue.jsm and remove this code.

This bug is almost fixed with ACTORS object moved to BrowserGlue, last cleanup that will be good to bring in is remove preference check for AboutWelcomeActor Line 296 inside BrowserGlue
