Part of Design documentation for rel=preload

Unused PreloaderBase objects registered in Document.PreloadService that were never marked as 'used' should be removed after 5 minutes since the request has been made.

Some details are outlined in PreloaderBase class detailed plan, specifically the NotifyOpen and NotifyUsage methods.

After talk to Google this is a WONTFIX. We will never remove preloads, only warn early about them not being used in bug 1603542:.
