Steps to reproduce:

  1. Set apz.allow_zooming to true
  2. Navigate to https://old.reddit.com/r/firefox/comments/fjwfc2/firefox_74_default_zoom_level_problem/
  3. Do Ctrl-+ to set zoom level one level up (110%)
  4. Do Ctrl-0 or Ctrl--

What happens:

Firefox renders the page incorrectly with a horizontal scroll and there is page content appearing outside of the visible viewport (see screenshot).

Expected result:

No horizontal scroll, like with apz disabled.

Has Regression Range: --- → irrelevant
Has STR: --- → yes
