Seth, what do I need to do to ensure that the default panels rdf file is copied
into the profile directory. I would like to make it robust enough to recopy the
file if it disappears.
Do I need to copy it with nsFileSpec calls? Or, will this be part of the file
locator?

fixed. sorry for the delay.
now we use the file locator to find the user's panels.rdf file.
if they don't have one, we copy bin/defaults/panels.rdf to <profile>/panels.rdf
and use that.
