Overview Description: Changes made in the Sidebar Customize Screen are not being
applied to the actual Sidebar UI.

Steps to Reproduce:
1) Open Sidebar and Click on Customize Button
2) Select What's Related and Click on Remove
3) Click on Save, then close Customize Screen

Actual Results: Changes made are not reflected in Sidebar UI. The What's Related
Panel is still present, even when a new instance of the Sidebar is opened, or if
you hit Reload.

Expected Results: Changes should be applied when you press Save.

The save button now works for new profiles (or if you copy
dist/bin/defaults/profile/panels.rdf into your profile).
 There is a separate bug to track grapping the appropriate file, bug 16231.
