1623354 - [meta] Disable raptor tests running on non-shippable builds

We need to disable all perf tests running on mozilla-central repo, on non-shippable builds.

Shippable == plaforms who embeded "shippable" into their names.

Examples of non-shippable builds:

• Linux x64 opt
• Linux x64 QuantumRender opt
• Windows 10 x64 opt
• etc

Example of shippable builds:

• Linux x64 shippable opt
• Linux x64 QuantumRender Shippable opt
• Windows 7 Shippable opt

Current perf tests running on Android look ok, so we can ignore them.
They are running on Android PGO, which is basically a shippable platform.

Set this as P2 since it's important for us to minimize the number of tests we run even though it's not directly related to any of our OKRs in Q1.
