Details

I assume that's because the tab strip doesn't scroll pinned tabs "offstage", but I was surprised the list of tabs doesn't include all the tabs. The list includes non-pinned tabs that are still visible, so why not pinned tabs that are also visible?

The new Tab Manager UX should consider whether it should include pinned tabs.
