We didn't used to show a global indicator on macOS, beyond the native global menubar sharing control. When the new global indicator is enabled, we no longer show the menubar sharing control. We should make sure to keep the menubar sharing control working with or without the new WebRTC global indicator.

Verified with 78.0a1(20200527213321) on macOS 10.15.5; no obvious hangs or crashes after checking on some webrtc test-pages.
