+++ This bug was initially created as a clone of Bug #1637365 +++

Instead of showing pre-imported top sites that might not have rich icons and fall back to smaller favicons or just letters, we can use the static ones where we know we have rich icons for the initial experiment.

I have verified that the static Top Sites are displayed in the 2nd stage of the Multi-Stage about:welcome page on the latest Nightly (78.0a1, Build ID 20200528032513) using Windows 10, macOS 10.15.4, and Linux MX 4.19.
