In bug 1640969 we will add the startTime and endTime fields to the marker table. After that work, we will need to de-duplicate the marker payloads of timing information. There are many areas where this information is repeated. The marker table should be the only place this exists.

This will need a profiler upgrader for the front-end.

I think this is mostly resolved with Bug 1640969, but we should audit the other payload uses to make sure.
