+++ This bug was initially created as a clone of Bug #1571685 +++
Verification of bug 1571685 turned up that the prefs/devtools icons on the new tab page (and possibly other icons) aren't visible in high contrast mode, and probably need the same fix as the snippet dismiss button.

I have verified that the prefs and the devtools icons are correctly displayed on a New Tab page using Firefox Nightly 79.0a1 (Build ID: 20200623034439) on Windows 10 x64.
