The "opened tabs" link shows up too late

Steps to reproduce:
Hi, I don't know what the feature is called but in the current version of Firefox, I have to open 31 links, before the feature that shows an overview of opened tabs appear.
This wasn't an issue in older versions of Firefox, where it was always present.
The issue is that even with a lot less opened tabs, their names start be become truncated and I can't easily find what I am searching for.
Actual results:
See the link below of how it appears. I have opened a lot of tabs, but the feature doesn't appear yet.

Expected results:
I remember that feature was present in Firefox 2 and onwards until some point. The gif below is from Firefox version 2.0.

Set browser.tabs.tabmanager.enabled to true (restart required) seems to solve this.
