1649045 - BrowserActions in overflow menu are not sized correctly

Multiple users have reported that the popup displayed for a browserAction in a webextension is not displayed properly if the browserAction is in the overflow menu. This is because the overflow menu makes the webextension popup width much smaller than a normal browserAction popup and the add-on loses control of the popup size.

Perhaps browserAction popups should always display in the same type of popup, regardless of whether or not they were opened from the overflow menu?

Thank you for taking the time to submit this bug report. Testing was done in Windows 10 x 64 bit and MacOS 10.14 with Nightly 80.0a1 (20200706215007), Beta 79.0b4 (20200703150958), Release 78.0.1 (20200630195452) and Release 77 (20200528194502) and I managed to reproduce the issue using the "Privacy Settings" add-on (https://addons.mozilla.org/en-US/firefox/addon/privacy-settings/?src=search).
