Steps to reproduce:
Trying to configure the buttons for Reply, Forward to "Icon only"
Actual results:
It seems not to be configurabe like it was in 68.x
Expected results:
Make it configurable again, e.g. on a laptop screen the buttons take too much space when they have also text.

Beta looks fine to me on Windows.

TB78.0 beta4 on Linux.
In a message window: View - Toolbars - Customize
Show: changing 'Icons beside Text' to 'Icons'
Toolbar buttons in the message window now show as icons only. Message header buttons are unchanged, i.e. still icons with text, as described by the reporter.
The same goes for the Windows version of TB78.0 beta4.
So I can confirm the reported behavior.
