1654122 - Support displaying selected state on installed theme option + stand up about-welcome unit-test infra

Scope of this bug is to support one of the tiles to have a selected state (blue border). If user is coming for the first time Automatic should be selected , if a user selects a theme and navigate back installed theme should show selected.

I have verified that there is a selected state for the theme options displayed on the "Theme" slide of the "about:welcome" page using Firefox Nightly 83.0a1 (Build ID: 20201002092536) on Windows 10 x64, macOS 10.15.6, and Ubuntu Linux 20.04 x64.
I have also verified that the selected state is correctly displayed after a page refresh and that the selected state is correctly displayed if navigating back to the "Themes" slide of the "about:welcome" page.
