This is intended to co-ordinate several bugs relating to failures unless the user manually uninstalls a previous Mozilla or even deletes some files in addition. I don't know how to do that correctly. "Average" users expect that an Installer program will allow to install OVER an existing installation (or at the minimum, warn that it's impossible and quit). The installer script needs enough smarts to recognize when some critical file has changed and either convert it or delete it (Cf Bug#165199).
