165825 - windows 3.1 should be removed as an OS

Windows 3.1 should be removed from the list of possible operating systems. 
Mozilla (and probably everything else) does not even run on Win 3.1.  Querying
the database shows that there is ONE Windows 3.1 bug (bug 11903) and that bug
will almost certainly be WONTFIX.

I wontfixed bug 11903 a few minutes ago.
I also think that we can remove Windows 3.1
It's outdated beyond comparison.

I also found bug 164816, although I don't think that's *really* win31, just any
windows.

There are 25 resolved bugs, but the ones I looked at didn't seem to be
win3.1-specific.  those that were have been wontfixed.  ~Half are hardware=All,
2 are hardware=DEC, and 1 is hardware=Sun.

I just did some cleanup,
and we are now down from 22 bugs to only 2:

Bug 1097, 'VERIFIED/WF': is about Netscape v4.x, not even Mozilla !!

Bug 11903, 'RESOLVED/WF': is about installing Mozilla on W31 !

Theses two bugs could even be deleted from the database if needed,
but setting the OS to 'other' should be enough.

Who can update the Bugzilla setting ? Endico@m_g !?

We have a cool GUI editor for these field values now that doesn't have strange side effects when you add/delete things that we picked up with last night's Bugzilla upggrade.  This has now been deleted.
