1661474 - Hide the global mute toggles by default, but add them to the opt-in experiments list in about:preferences

We're still not 100% sold on the global mute toggle experience that we've got here, but we feel like that the display sharing experience is right, so we're going to try to ship that change, and hide the mute toggles.

In the mean time, we're going to leave the mute toggles in the tree, but disabled by default (and still tested with automation). We're going to add an option to about:preferences#experimental for people to try the mute toggles if they'd like.
