When (sub)menus open we fire popupshowing events, and those can update their menus, and those updates eventually make it to macOS. For toplevel menus, synthetic (ie JS-created) popupshowing events appear able to do the same, but not submenu events. See discussion in bug 492320.

This is unfortunate. It should be possible to ensure macOS has updated information from JS.
