Following https://support.mozilla.org/en-US/questions/1312411 and trying to replicate the issue I tried adding contacts to the CC or BCC entries by double clicking (the discussed enter appeared to do nothing). All attampts to add a double clicked address ended up in the TO: despite clicking the appropriate entry to select it in case it was a default focus issue.
I would think this is a regression from Bug 440377

+1. It's not working as expected in any way.
I would think this is a regression from Bug 440377
No, this is an age-old bug. It has never worked, and yes, it's quite radically useless instead of being maximally efficient and intuitive.
It will just become even more obvious now in the new design of Bug 440377.
