Steps to reproduce
- Make sure
browser.newtabpage.activity-stream.newNewtabExperience.enabledisfalse. - Go to about:newtab.
- Hover on a Top Sites tile.
Actual result
No 3-dot button appears on the top right corner of the tile.
Workaround
Enable browser.newtabpage.activity-stream.newNewtabExperience.enabled, edit there and toggle it back.
This is regressed by bug 1680531.

This should be fixed by Bug 1685251.
That's this bug.
EDIT: I'm working on Bug 1685083 to introduce changes to how the menu looks. So that patch will bring back the menu.
Clearing NI since :prathiksha is working on it in another bug.

I have verified that this issue is no longer reproducible with the latest Firefox Nightly (86.0a1 Build ID - 20210115035053) installed on Windows 10 x64, Mac 10.15.7, and Linux Mint 20 x64. Now, I can confirm that the "Top Sites" menu buttons are successfully displayed at hover if the browser.newtabpage.activity-stream.newNewtabExperience.enabled pref is set to false in the "about:config" page. Also, I can confirm that the "Top Site" card menu is correctly opened if the menu button is clicked.
