1685603 - Add QA Verification and Useful Dev sites lists to SM website

Instead of having the verification sites listed in the debugQA extension let's have the sites listed on a page on the SM website and link to that page in the extension.
This makes them easier to update and no need to keep updating the extension when the list of sites needs to change.
At the same time create a page of useful development sites on the SM website and link to that too from the debugQA extension.
