At some point, maybe after we finish factoring out providers from UnifiedComplete, we should rename UrlbarMuxerUnifiedComplete so that it doesn't reflect the legacy UnifiedComplete component. Maybe just UrlbarMuxer, or if that's too generic, something like UrlbarMuxerStandard.

Adding the provider bugs as dependencies, but they aren't hard dependencies.
