To ship, all bugs blocking this one must be fixed, and in addition, we require a patch here to flip javascript.options.wasm_simd to true on non-Nightly x86 and x64.

Flip javascript.options.wasm_simd to true for beta and release.

This patch leaves the flag as true on nightly and otherwise false, for arm64,
since arm64 code landing is imminent. But in truth simd is not even compiled
in for arm64 at the moment.

Leave open until all dependents have been closed.
