This isn't regressed by bug 1715300. This fails every time it runs in Tv, which happens whenever someone touches the test (which a patch in bug 1715300 did). Bug 1711676 is about trying to turn on the test with Fission and BFCache, but the test has been failing on Tv for a while and everywhere whenever it gets touched.
