We need to have a prefs panel for "Keyboard and Mouse" options before "Privacy
and Security"

speaking of mouse prefs, keep in mind that there's also an Advanced > Mouse
Wheel pref panel. its contents fill up have the panel.
should we consider merging Mouse Wheel into a Mouse panel? and keep Keyboard a
separate panel? just a thought, since there are several prefs for both areas,
which might be too much content for a single panel.

There is already a contributed patch in another bug (which I reviewed long ago
and would love to see go in) that makes the mousewheel prefs panel into a mouse
prefs panel and exposes the middleclick in content pref. But it's being
blocked. If anyone's interested I can find the bug number.

The bug containing the (outdated) patch exposing the middlemouse-in-content pref
(and a great deal of associated discussion :-) is bug 96972.

(easier to find).

BTW, my patch from bug 96972 is not outdated, at least it did not bitrot, it is
just held up by general discussions on the pros and cons of "middle click on
page body loads clipboard as URL".
If you vote for it being added to a new more general mouse panel, I will gladly
provide a patch for this pref, if you want it.

This is not going to happen -- Seamonkey is not going to evolve the keyboard
prefs further. Then there is Firefox which is really minimizing on prefs.
