• Although macOS prompts downloading Osaka if it is unavailable, we intentionally avoid the dialog (see bug 1283573 and bug 1315752). We should not assume that Osaka is available on the system. We should not choose a random possible non-Japanese font if Osaka is unavailable.
• The default Japanese monospace font was "Hiragino Kaku Gothic ProN" since bug 1621248 is fixed (Firefox 76), but nobody complained about that. So I think it is acceptable to fallback to this non-monospace font.
• We will fallback to (proportional) MS P Gothinc/Mincho in case MS Gothinc/Mincho is unavailable on Windows. This change will align the behavior on both platforms.

Note that according to bug 1678962, Hiragino Kaku Gothic ProN may also not be installed on recent macOS systems, so we should probably append Hiragino Sans as well.
