Now that bug 1699688 is resolved, the toolbar shifting behaviour introduced in bug 1699506 has no issues on macOS <11. Let's turn it on for those versions so we can get some community feedback.

Preffing this feature on for 11+ continues to be blocked by bug 1700211.

Hey Harry! While I agree that we should get the 1px line fixed, I don't consider bug 1700211 as blocking for the feature. If there are no objections I think we can pref it on for all MacOS versions.

Martin and I talked on Slack and decided that the white line is a blocker because it's very annoying on dark themes.
