Steps to reproduce

  1. Launch Firefox with a new profile
  2. Go to about:config and set the following two prefs to true:
    browser.proton.enabled
    browser.proton.infobars.enabled
  3. Open the location of the profile directory in about:support and close Firefox
  4. Download the user.js file from the Here and copy it into the profile directory
  5. Re-open Firefox with the profile you've created in Step 1

Expected Result
The Heartbeat infobar should be displayed a few seconds after the browser is opened and it should have a "Learn More" link on it

Actual Results
The "Learn More" link isn't there

Note
The "Learn More" link is present on the infobar with Proton disabled
