This is a follow up of bug 1708488. Once we have NSS initialized, we should be able to start receving and decoding certs (assume nss_init doesn't do this process automatially).

Sean, do you plan to work on this cert bug soon?
Jesup thinks this bug will have a bigger performance improvement than (and should therefore be a higher priority than) freebl bug 1710175.

I think we've concluded that avoid decoding certs is going to be more helpful. So my understanding is that we don't need to work on this bug, we should focus on not decoding the certs instead, which is something being worked on by Dana's team.

Probably we should? IIUC the preferred option is bug 1566191, where I see some very recent activities.
