I thought proton was great, but that's a shame, so I worked on userChrome.css

Here are the major fixes.
I think people's reactions are good.
- Tab Shape: connect to toolbar
- Padding: respond to uidencity(ex. Panel)
- Icons: improve accessibility, such as dyslexia.
Expected results:
In my opinion, Tab shape and Icons are too big a change to be difficult to confirm.
Of course, I'd appreciate it if you reconsider.
However, I think that padding according to mode can be fully reflected.

The Bugbug bot thinks this bug should belong to the 'Firefox::Toolbars and Customization' component, and is moving the bug to that component. Please revert this change in case you think the bot is wrong.

It cannot be modified by pressing Edit Bug menu.
