Local Storage next generation

LSNG has been active in Nightly and early beta now for more than a year. We still see some storage initialization failures (https://bugzilla.mozilla.org/show_bug.cgi?id=1702411) but as far as we can see most of the remaining failures cannot be really mitigated in any meaningful way.

Experimenter is the source of truth for details and delivery. Changes to Bugzilla are not reflected in Experimenter and will not change delivery configuration.
