Steps to reproduce:

Changed browser.proton.enabled value from true to false to get tab style back to FF88 style (i.e. with dividers, and better visibility).

Actual results:

Tab UI look and feel was still "proton" style (floating tabs and no dividers)..

Expected results:

Expected to get tab dividers and better visibility.

We're not fixing bugs with proton.enabled=false at this point.
