Can't use the Tab key to select a search suggestion below the "Refresh Firefox" suggestion

Steps to reproduce
- In the address bar, type "download firefox".
- Wait a second for the "Firefox is up to date. Trying to fix a problem? Restore default settings and remove old add-ons for optimal performance. [Refresh Firefox]" message to appear in the address bar's search suggestions menu.
- Press the Tab key to skip past the "Firefox is up to date" suggestion and to highlight a search suggestion lower in the list.
Expected result
You should be able to highlight a search suggestion below the [Refresh Nightly] suggestion using the Tab key, just like you can with the Down Arrow key.
Actual result
The focus ring indicator selects the [Refresh Nightly] button and then moves the selection to the address bar's extension toolbar buttons, then the bookmark toolbar buttons.

Down arrow is used to navigate the different results. We'd like to keep Tab as is to allow users the ability to navigate various options within a Urlbar result, especially since we have the ability for users to see more information about why results are shown and the ability to hide them. See all Bug 1801298 for additional context about navigating up and down results using the arrow keys.
