In bug 1706158 MidProtocolHandler.jsm was added and referenced (incorrectly) from a components.conf file, but never added to the build. I've corrected this in bug 1723628 but the fix should be uplifted to 91.

This had better land on 91 at some point. It's not needed on central as another bug has already made the change there.
