The message and strings added in bug 1735841 was already removed with bug 1775758 (which added a new message and new strings). The added behavior for "learn more" toggle from bug 1735841 isn't used by anything else as we aren't using "legacy spotlight" currently, but that shouldn't get cleaned up here as we're generally removing all of that with bug 1768730.

We can remove the ENABLE_TOTAL_COOKIE_PROTECTION from bug 1732471 but keep the preference observer.
