1732893 - Add an action/subtext/tooltip text for the "click to open" item that is shown while downloading (with download improvements pref turned on)

In bug 1711053 we added the ability to tell Firefox you want to open a download while the download is still in-progress (if browser.download.improvements_to_download_panel is set to true). To make this more understandable for users, we want to add a textual hint when the item is hovered. The exact text is pending copy/content approval.

Looking at the text at https://searchfox.org/mozilla-central/rev/80fddabd6773cd028ec69dd4f5a2a34fcd6b4387/browser/locales/en-US/browser/downloads.ftl#146, we can use the same vocabulary and go with "Open when completed" as the textual hint when the item is hovered.
