Port Bug 1380150 "Flickering between favicon and loading indicator after first load".
Port Bug 1400337 "throbber should have two states, gray for connecting and blue for transferring data".

Regression caused by (bug #): --
User impact if declined: Didn't see much difference with the patch and the one for bug 1296850 in but definitely shows the two connecting/loading states right now.
Testing completed (on m-c, etc.): 2.53.11b1 pre
Risk to taking this patch (and alternatives if risky): Trivial. Might mess up the indicator state but so far seems good.
