Steps to reproduce:
Thunderbird 91.4.0
Language has been set to "English (United states)"
Most of the menus are in different language, some are in English.

Did you restart after changing the language to English?
I think the other option is, not enough of the strings have translations, so it falls back to using English.
Restarted multiple times, also tried to change to Finnish, restart and back to English.
The main problem is wrong language, even when I have specified English to be used all the time.
