We didn't ship these in bug 1665390 as part of proton, but at the moment it isn't clear what the status of these is. Jared, can you clarify what remains to be done in order to ship these? Is it just the 3 remaining open dependencies of bug 1665390, or is there more?

It's mainly those three.
It would be nice if we kept the tooltip open when moving the mouse horizontally within the tabstrip and slid the tooltip over to the next tab, updating the contents during the slide (see the experience in Chromium for an example). They also include a thumbnail of the site. Neither of these need to block shipping.

thumbnail is something we don't have, but I'm adding optional support in Bug 1742558 for Pro Client and if that works well in the future we could evaluate enabling it for bookmarked pages.
