Request to add "hot keys" to the address section of the mail compose window so
that you can type the letter "T", "C", "B", etc. to change the address type to
"To:", "CC:", and "Bcc:" respectively.  This is the current behavior in Netscape
4.x and earlier.

Reproducible: Always

Steps to Reproduce:
1.  Use <Tab> to highlight the address type field (i.e. "To/CC/Bcc")
2.  Type "C" to change type from "To:" to "CC:"


Actual Results:  
Address type does not change unless you scroll down with arrow keys.

Expected Results:  
Entering "C" should change address type to "CC:", "B" to "Bcc:", etc.

You can now use "hot keys", but only if you <Tab> to the "To/CC/Bcc" slot and
hit the down arrow first.  You should be able to use the hot keys as long as the
"To/CC/Bcc" slot is in focus at all.

Further searching reveals that this bug may be somewhat related to bug 164930
(Mail compose To/CC/BCC list items should be able easily delete/insert), or vice
versa.
