https://bugzilla.mozilla.org/show_bug.cgi?id=1710933 changed the default for saving implicit downloads to a temp directory, to storing them permanently in ~Downloads (or similar). IIUC due to issues with the temporary directory being inaccessible in some cases.
https://bugzilla.mozilla.org/show_bug.cgi?id=1714107 changed the default to storing files in the directory configured by the user.
However, when the user has selected "Always ask you where to save files" that setting is disabled. So currently a disabled setting is being used.
The obvious solution would be to highlight in the settings that this directory is also used for temporary files and to always enable it.
I think it would be better if there was a separate setting.
- This directory is also used in private browsing mode and so people might want to use a directory with different access restrictions.
- Users may want to clean up this directory in an automated way since every time they click on a pdf online another copy of it will be stored there.
