Scope of this bug is to add Mobile Download screen in MR onboarding

User Story
As a product manager, I would like to prompt new and existing users to download the Firefox Mobile application and introduce them to the benefits of using it together with Firefox Desktop, so they are more likely to take advantage of features like Tab Pick Up.

Acceptance Criteria

1. All new and existing users who are either:

• not signed in to a Firefox account,
• signed in to a Firefox account, but do not sync a mobile device

are presented with a text prompt and QR code leading to the Firefox mobile download page on App Store or Google Play (Adjust handles sending users to the correct platform app store).

2. The link for the QR code is generated by Adjust and allows to attribute:

• Mobile downloads (both new installs and reinstalls) from this screen,
• Firefox accounts created from mobile after the download,
• Firefox account sign-ins from mobile after the download.

3. Send yourself a download link links to:
   New users
   Existing users

4. Bypass CTA (Skip this step) that allows users to move to the next step is available on this screen.

I‘ve verified this enhancement using the latest Firefox Nightly 105.0a1 (Build ID: 20220810212956) on Windows 10 x64, macOS 12.3.1, and Linux Mint 20.2 x64.

• The Mobile Cross-Promo screen/modal is displayed to the new/existing users after clicking the secondary/primary button from the “Colorways” screen/modal, if the user is not signed in to a Firefox account or signed in to a Firefox account, but hasn't synced a mobile device.
• Clicking the “send yourself a download link” redirects to the “https://www.mozilla.org/en-US/firefox/mobile/get-app/?utm_medium=firefox-desktop&utm_source=onboarding-modal&utm_campaign=mr2022&utm_content=existing-global&utm_source=activity-stream&utm_campaign=firstrun&utm_medium=referral&utm_term=aboutwelcome-default-screen” link as an existing user, and to the “https://www.mozilla.org/en-US/firefox/mobile/get-app/?utm_medium=firefox-desktop&utm_source=onboarding-modal&utm_campaign=mr2022&utm_content=new-global&utm_source=activity-stream&utm_campaign=firstrun&utm_medium=referral&utm_term=aboutwelcome-default-screen” link as a new user.
• Clicking the secondary button redirects the user to the next modal.
• Also, I have verified that the Mobile Cross-Promo screen is not shown if the user is signed in to a Firefox Account and it has synced a mobile device.

During verifying this enhancement, I’ve observed that the QR code redirects the new users to the “https://mzl.la/3RWN0KP” link, and the other one from the existing users' screen redirects to the “https://mzl.la/3zqmOAO” link, which are reversed. I filled a new issue for this behavior.
