The <stringbundle> usage in messenger.xhtml should be removed, as stringbundle is a XUL element not compatible with the web. Preferably things would be directly migrated to Fluent.

Using Fluent should have a small startup performance improvement.

Alex, Rob, Does this (with bug 1810211) align with getting us on monthly releases, or any near or mid term road map items?

This doesn't affect monthly releases.
We already have a Fluent Migration effort in the roadmap that will kick off in November.
